MPs got very excited about the civil service's Brexit planning – maybe they should brush up on the constitution

In his October Civil Service World opinion piece, the FDA General Secretary writes that while MPs were running around in circles over Chilcot and the EU referendum, the Cabinet Secretary Sir Jeremy Heywood remained calm throughout.

Commenting on the Cabinet Secretary appearance before the Public Administration and Constitutional Affairs Committee (PACAC), Penman said Sir Jeremy's demeanour would surely make him a contender for a "most even-tempered person on the planet" award.

Penman added that after tough exchanges between Sir Jeremy and the PACAC members, if he were Cabinet Secretary his response would have been "While the children were out play-fighting during the holidays, the adults were planning for what do if it rained."
