Following the publication of the 2012 Civil Service People Survey, the Guardian Public Leaders Network highlighted the fact that only 29% of those who took part think that change is managed well in their department.
FDA general secretary Dave Penman was quoted in response to the results: "While civil servants are committed to improving the service, they do not feel they are engaged in the process of change, given the attitude of ministers this is hardly surprising."
